Leicester Tigers director of rugby Richard Cockerill has expressed his delight at bringing young talent Owen Williams from the Scarlets.
Williams will join the Tigers as a replacement for young fly-half George Ford, who is set to move to Bath ahead of next season.
"We are looking to bolster our fly-half and goal-kicking options for next season," said Cockerill to the Leicester Mercury.
"Owen has been very good for the Scarlets, he is a very good goal-kicker, and is still a young man.
"Hopefully, in our environment, he will get lots of opportunities. With George Ford moving on, we wanted to try to get another young player in there to try to develop and bring through. Owen will be one of those.
"He played in the Under-20s World Championships 12 months ago, has played at inside-centre too, and is a big lad. He kicks off very well and kicks very well out of hand and, like most Welsh players, he knows how to play.
"We look forward to having Owen here and we think he has a bright future.
Cockerill sympathised with the Scarlets over the acquisition of another young Welsh talent, but insisted that in the current marker, "it's the nature of the business we are in."
"Wales are like the Irish provinces in that there are some good players who maybe don't get as much game-time as they would like," added Cockerill.
"I understand why the Scarlets would be disappointed in him leaving because they have put some time into his development.
"But he came to them from the Ospreys, so it's just one of those things. We don't want to upset anyone but it's the nature of the business we are in.
"Guys see an opportunity at another club and consider moving. We have had it with us and we do it to other teams. We were disappointed when players leave us, like Billy Twelvetrees and George Ford. Unfortunately, that is the way of the world."
